  • The deadline for Dina Boluarte to observe a law that favors those who committed crimes against humanity in the 1980s and 1990s expires Thursday.
  • The rule provides for the statute of limitations for crimes committed prior to July 2002, when the Rome Statute of the International Criminal Court comes into force.

  • The bill was introduced by neo-Fujimorista Fernando Rospigliosi, along with Jose Cueto, a member of the Renovación Popular party.
  • The Inter-American Court of Human Rights (Court IDH) has issued provisional measures on this future law, requiring the three branches of the Peruvian State to take necessary actions so that it is not valid.
  • Lawyers for those sentenced and prosecuted for crimes against humanity may request the annulment of convictions or request the annulment of ongoing judicial proceedings.
  • Venezuela has severed diplomatic relations with Peru following Peruvian Foreign Minister Javier Gonzalez-Olaechea's recognition of opposition leader Edmundo Gonzalez, and, not Nicolás Maduro, as Venezuela's legitimate president.
  • González-Olaechea said that many countries, governments, and international organizations share Peru's position.
  • Venezuela also announced the breakdown of diplomatic relations with Argentina, Chile, Costa Rica, Panama, the Dominican Republic and Uruguay.
  • Venezuela's decision was taken on the basis of Article 45 of the 1961 Vienna Convention on Diplomatic Relations.
  • The United States has also expressed "serious concerns" about Maduro's re-election. 
  • Peru's prosecutor's office has filed a new constitutional complaint against President Dina Boluarte over the deaths of 44 Peruvians in protests against her government.
  • The complaint includes Boluarte and six of her former ministers for alleged qualified homicide offenses, serious injuries and minor injuries.
  • The minimum penalty for these crimes is 15 years in prison, according to the Peruvian Penal Code.
  • The prosecution has shelved the genocide investigation against Boluarte, but investigations for qualified homicide and serious injuries are continuing.


  • Twenty people from four violent groups carried out harassment actions against IDL-R (Institute of Legal Defense) and IDL-Reporteros in Peru on Friday, July 26.

  • IDL-Reporteros is an online newspaper based in Lima, Peru, that specializes in investigative journalism against corruption in Peru and promotes transparency with the nation.

  • Since its founding in 2009, the newspaper has initiated over 500 investigations throughout Peru and received both nationally and international awards for its investigations.

  • The groups, 'The Resistance God, Homeland and Family', 'The Insurgency', 'The Fighters' and 'Coraje Patriota' — collectively known as 'The Pestilence' — uttered insults and defamation against Gustavo Gorriti and Carlos Rivera, directors of the publications.

  • This is the ninth incursion by violent far-right groups against IDL-R and IDL-Reporteros so far this year.
