The regional governor of Puno, Richard Hancco, described as "disproportionate" measures that are part of the State of Emergency issues by the Executive Branch over the weekend. This provides for leaving control of the internal order of the region in charge of the Armed Forces (FF.AA.).
“We hope that there will be no consequences when the members of the Army begin to act. I do not want to be alarmist, calmly everything. However, at the legal level it seems disproportionate to me", Hancco declared to the Exitosa radio outlet.
The Regional Authority indicated that, in recent days, "no act of violence or other matter that could threaten public order" has been registered in the city that justifies this measure.
For the Governor, the Public Ministry and the Peruvian National Police (PNP) are subject to "political power." In addition, Hancco justified his position by indicating that in Lima "attitudes have been seen that inflame the population." This is in reference to the arrest of protesters.
“They have accused a person of having S/1,900, I don't know what crime that is. Since when is doing a support activity a crime? They have also denigrated a symbol [wiphala], which may or may not be fine, but it is unacceptable," Hancco maintained.
