Peru: congress rejects minority opinion to advance elections and referendum for constituent assembly (Spanish)

The Plenary of the Congress of the Republic rejected the minority opinion presented by Congressman Jaime Quito of Peru Libre, so the initiative goes to the archive after failing to generate consensus among the benches to reach at least sixty-six votes. The majority's main problem with this proposal - supported only by the left-wing parties - is that it promoted a referendum to determine if the population wants a constituent assembly. This position was unanimously rejected by the right-wing groups but supported by most of Peru's population.

With forty-seven votes in favor, seventy-eight against and one abstention, the minority opinion that proposed that the complementary elections be held during the second week of July and the change of authorities in the fortnight of October 2023 was rejected.

The call for a referendum to consult the population if they agree or not with a constituent assembly to develop a new Constitution was proposed to be held on Sunday, July 9, 2023.

For the approval of this project, a minimum of sixty-six votes was needed to go to a referendum and eighty-seven votes to ratify the approval in the second ballot. 

Election advance trapped

On Wednesday, February 1, 2023, the plenary session rejected with sixty-eight votes against, fifty-four in favor and two abstentions the substitute text that proposed complementary elections for this year. The initiative was presented by the right-wing President of the Constitution Commission, Hernando Guerra García. The entry of a new opinion presented by Alejandro Cavero of Avanza País was not accepted either, therefore, after Jaime Quito's initiative failed.

With the rejection of this proposal, the project to advance the general elections has been shelved and, currently, according to the Constitution, both President Dina Boluarte and Congress members will continue in office until July 2026.

Finally, from the Constitution Commission, the President of the Council of Ministers, Alberto Otárola, was invited tomorrow (Friday) at 3:00 pm to support the project presented by President Boluarte on the development of general elections in October 2023. The Minister of Justice, José Tello Alfaro was appointed to oversee support for the proposal.
