There were clashes between the Peruvian National Police (PNP) and protesters in Andahuaylas. The PNP fired tear gas to disperse the protesters.

Today, protesters attacked the house of the Governor of Madre de Dios, Luis Otsuka, with stones and sticks. In response, the Governor fired shots from the window on the second floor of his house to disperse the mob.
"This problem is not regional, this problem is national," Otsuka told President Dina Boluarte on La Red de Noticias Madre de Dios.

PNP used about nine tons of tear gas bombs in 10 days of social protests
The Peruvian National Police (PNP) has used around nine tons of tear gas bombs in just 10 days of social protests throughout the country. The deterrence devices had arrived in Peru on Saturday, January 14, from Brazil, according to information obtained by the weekly Hildebrandt en sus Trece.
The Ministry of the Interior requested support from the Ministry of Defense to move tear gas grenades that arrived on a flight on January 14 from Brazil at a cost of $498,000.
According to the publication, the Ministry of the Interior requested the support of the Defense sector for the urgent arrival of the shipment, on board the L 100-20 Hercules plane, with 28,960 tear gas cartridges, which were acquired by the PNP in December 2022 from the company Cóndor Industria Químic.

La República had access to a provision of the National Police that prohibits agents from moving in uniform through areas where protesters are located carrying out acts of violence.
This measure, according to the document, would be to avoid being "victims of retention or aggression."
In turn, the PNP also prohibits forces who travel dressed as civilians to wear any police badge or uniform in combination with civilian clothing such as pants, caps, backpacks with police designs, belts, poles, etc.
The National Coordinator for Human Rights, a coalition of civil society organizations that work in the defense, promotion and education of human rights in Peru, rejected the measure saying: "The participation of undercover police officers in operations violates international standards since it increases the risk of abuse and favors impunity."

The governor of Madre de Dios, Luis Otsuka, indicated that he alone defended himself against the attack of vandals at his home, this January 27.
Likewise, he pointed out that there were eight Peruvian National Police (PNP) troops without weapons that were guarding his house. “They were going to kill the policemen and me. There were more than a thousand people,” he reported in Informativo de Madre de Dios.

More than five hundred vehicles are stranded in Ucayali due to the blockade of the Federico Basadre highway. PNP Commander Edwin Matos specified that the protesters closed the roads in Huipoca, San Alejandro and Previsto, in the Province of Padre Abad.

The Puno Regional Federation of Folklore and Culture (FRFCP) has decided to postpone all planned activities in honor of the Virgen de la Candelaria. A majority of the members of the Federation's Council agreed to postpone the activities of the Festival of the Virgin of Candelaria "until social peace is restored."
Many FRFCP members participated in a mobilization against the government of Dina Boluarte in the morning hours of Wednesday, January 25.
