Peru: Government declares a state of emergency in Amazonas, La Libertad and Tacna for 30 days (Spanish)

According to the supreme decree, the National Police of Peru will maintain control of internal order with the support of the Armed Forces.

The Government declared a state of emergency in the regions of Amazonas, La Libertad and Tacna for thirty calendar days.

According to Supreme Decree 010-2023-PCM, published on Thursday in the Extraordinary Edition of Legal Norms of the Official Gazette El Peruano, the Peruvian National Police (PNP) will maintain control of internal order with the support of the Armed Forces.

During the state of emergency, the constitutional rights related to the inviolability of the home, freedom of transit through the national territory, freedom of assembly and personal freedom and security are suspended.

The intervention of the National Police and the Armed Forces is carried out in accordance with the provisions of Legislative Decree 1186 and Legislative Decree 1095.

The decree states that within five business days after the end of the State of Emergency, the PNP must submit to the head of the Ministry of the Interior (MINITIR) a detailed report on the actions carried out during the emergency regime and the results obtained.

The implementation of this measure is financed from the institutional budget assigned to the specifications involved, and additional resource allocations authorized by the Ministry of Economy and Finance (MEF).

The norm is endorsed by the President of the Republic, Dina Boluarte; the head of the Council of Ministers, Alberto Otárola; Defense Minister Jorge Chávez; the Minister of the Interior, Vicente Romero; and the Minister of Justice and Human Rights, José Tello.
