Lima: over 200 students and protesters detained in PNP operation at National University of San Marcos


The Peruvian National Police (PNP) entered the National University of San Marcos (UNMSM) today, January 21, to remove protesters who had been staying there for three days.

Protesters from various parts of Peru had been using the University to be part of the March to Lima, also known as the 'Marcha de los Cuatro Suyos'.

Just after 11:30 a.m. this morning, PNP forces, led by an armored personnel carrier, stormed the entrance to UNMSM and arrested over two hundred students and demonstrators.


University Dean Jerí Ramón had requested police intervention, after earlier indicating that the protesters could only stay in the facilities for a single night, according to the University Council.

Later, in an interview with Latina Noticias, Dean Ramón stated police entered the University because there was an attack on security guards by the protesters. She said that she did not know that the PNP would enter with 'tanks'.

Detained protesters and students were taken to the headquarters of the Prefecture of Lima in PNP buses under tight security. Chief Prosecutor stated the arrested students and protesters were then taken to the headquarters of the Directorate Against Terrorism (DIRCOTE) and the Directorate of Criminal Investigation (DIRINCRI), both located in Cercado de Lima.

The PNP operation against students and protesters at the University quickly drew condemnation from a number of human rights organizations. Amnesty International Peru tweeted that; "Given the intervention at UNMSM this morning and the arrest of dozens of people, we demand that the authorities immediately cease the disproportionate use of force and that human rights be respected at all times."

This afternoon, The Inter-American Commission on Human Rights (IACHR) asked the Peruvian State to account for its eviction and detention of the protesters who were inside the UNMSM facilities. In a statement of social media, the expressed "its concern about the police raid, eviction, and mass arrests at the University of San Marcos; and urgently urges the State to render accounts of the facts and guarantee the integrity and due process of all persons.'


The Mission in Peru of the Office of the United Nations High Commissioner for Human Rights (OHCHR) issued a statement in response to the police intervention at UNMSM calling "on the authorities to ensure the legality and proportionality of the intervention and guarantees of due process." The statement also noted, "The disposition of detained persons before judicial authorities and fiscal supervision is essential for the protection of the rights of all...persons that make up...delegations that traveled from different regions (including peasant and indigenous organizations), as well as of the students residing at the university."

Also, the National Human Rights Coordinator, a coalition of civil-society organizations that work towards the defense, promotion, and education of human rights in Peru, filed an appeal against Minister of the Interior Vicente Romero and the Commander of the PNP Raúl Alfaro Alvarado. The Coordinator noted "arbitrariness and abuse of power of a contingent of troops" in the University of San Marcos operation.
