President Dina Boluarte is meeting with the members of the National Agreement (AN) – a space for dialogue between the Government, political parties with a presence in Congress and civil society organizations – in a context of renewed protests against the Executive and the Congress in various regions of the country.

This time, the AN has the Council of State, a body that brings together the heads of the three powers of the State and other autonomous institutions.

(Ed. - The meeting occurs as large protests by indigenous Aymara and Quechua in the Puno region turned deadly this afternoon with at least four dead in clashes with the Peruvian National Police.)

Previously, Presidente Boluarte stated, “We respect the right to peaceful protest, but the message of the majority of Peruvians is that we do not want our country to continue instability. [...] In this sense, I announce that the AN will meet”, said she said.

Executive Secretary of the AN, Max Hernández, told this newspaper that "special emphasis will be placed on the presence of regional governments" in the call.

Hernández added that the objective will be to propose "a great national dialogue" that begins "as soon as possible" and has the participation of institutions still absent from the AN.

The secretary of the civil association Transparencia, Iván Lanegra, pointed out that the AN has already fulfilled the objective for which it was created: to put together State policies. For this reason, he estimated that the meeting will only ratify "and eventually update" the issues already addressed, such as the strengthening of democracy and the promotion of dialogue and peace.

“Beyond that it cannot go. [In addition] the actors are basically the same, and it is very complicated that it can be expanded,” he said.

Meanwhile, the head of Mission for Peru of Idea International, Percy Medina, considered that the AN can promote a greater dissemination of the political reforms that are evaluated in Congress.

"The transition is not done only with legal reforms, it is also important to build a climate so that the next elections give us authorities that they can represent," he said.

Opinions

Iván Lanegra and Percy Medina agreed that the National Agreement requires the incorporation of new actors.

“The idea of ​​the Agreement is still valid, but Peruvian policy has changed and adjustments need to be made,” Medina said.
