Three Peruvian National Police (PNP) Generals Who Visited the Palace Were Arrested for the 2022 Promotion Case (La República [Spanish] - 12/26/2022)

A group of agents from the Peruvian National Police (PNP) in coordination with representatives of the National Prosecutor's Office arrested three PNP generals involved in the case of irregular promotions this Monday, December 26. They would have paid $20,000 to be favored from the highest levels of the Government of Pedro Castillo to climb within the National Police.
The Special Team of Prosecutors against Power Corruption (EFICCOP) arrested three generals, including Manuel Rivera López, Nicasio Zapata Suclupe and Luis Legua Egocheaga ; all of them visited the Government Palace and would be responsible for paying bribes to rise within the PNP.
In addition to the three arrests, twenty-seven properties linked to the case of irregular promotions 2022 were searched. Some of the proceedings were carried out in the regions of Cusco, Tacna, and Tumbes. The National Prosecutor's Office has been collecting information on the participation of these PNP generals in illegal acts.
Manuel Rivera López worked as head of the XIV Tacna Moquegua Police Macro Region, Nicasio Zapata Suclupe as head of the PNP Asset Laundering Directorate and Luis Legua Egocheaga, who worked in the Intelligence Directorate (DIRIN PNP).
The arrests began at approximately four in the morning on Monday the 26th. The investigation includes eight members of the PNP who work in different regions of the country and would have paid between $20,000 for their promotion to general. Before they had the position of colonels. They are part of the 2022 promotion class in the PNP.
The detained officers and those investigated who would have benefited during the administration of former President Pedro Castillo visited the Government Palace during the promotion process and held meetings with former Secretary General Bruno Pacheco and with the then Minister of Defense, Walter Ayala.

According to what was declared by Bruno Pacheco, former Secretary General of the Government Palace, these PNP generals went to the Casa de Pizarro to coordinate the payment of $ 20,000 dollars each in exchange for being favored with new and more important positions within the institution police. The final amount would have been delivered through the escorts of the head of state.
The case became known in August 2021, a few months after Pedro Castillo was sworn in as President of the Republic. The former general commanders of the Army, (r) José Vizcarra, and that of the Peruvian Air Force (FAP), (r) Jorge Chaparro, denounced that the Executive had been managing irregular promotions in which senior government officials were involved. Given this notice, the Public Ministry began the proceedings of the case.
