Four Out of Ten Households in Tumbes Have Access to Basic Services (Spanish)

The COVID-19 pandemic not only exposed the precarious situation of the health system in our country, but also strongly affected the political sector, human development, and the economic situation of Peruvian households. Proof of this, for example, is that in 2021 it was determined that more than eight million Peruvians found themselves in a situation of national poverty. In the case of Tumbes, according to INEI data, 19% of households were in a situation of total poverty.

According to the Tumbes Bicentennial Observatory, in relation to access to basic services in the region, this is higher than the pre-pandemic average. Only 38% of homes in Tumbes have access to water, electrification, sanitation, mobile telephones, and the Internet. Even so, there is room for significant improvement in closing the gaps to basic services. For example, in the specific case of access to water 24 hours a day, in Tumbes only three out of one hundred homes have this option.

Regarding the health sector, the region estimated a high percentage of health establishments with inadequate installed capacity, reaching 93% of the total. This is reflected in the precariousness of the infrastructure, in obsolete, inoperative, or insufficient equipment.

Likewise, a management is visualized that has not yet recovered its pre-pandemic level in the care of "non-Covid" patients, for which reason some residents travel to different regions, including the capital, to receive specialized care and an adequate system for their treatment. For example, according to the Bicentennial Observatory, with data from EsSalud, the National Institute of Neoplastic Diseases (INEN) and Iren Norte, in 2020, 87 new medical records from Tumbes were registered in INEN, while in the same period the IREN Norte opened thirty medical records of patients from Tumbes.

For its part, in relation to human development in the region, especially in the vaccination of children in early childhood, it decreased significantly during 2020. Thus, for that year, only 57% of those under 36 months had complete basic vaccinations for their age.

“Tumbes has key areas of opportunity for improvement in the health sector. Unlike other regions, early childhood care, for example, is on alert, since the CRED (Control of Growth and Development) registers a significant drop between 2020 and 2021, falling by three percentage points, while in the vaccination scheme for children under 36 months of age has not yet been able to recover the pre-pandemic percentages. However, these results are not yet reflected in malnutrition or anemia," said Paola Bustamante, director of Videnza Consultores, in the framework of the presentation of the Bicentennial Observatory in Tumbes.

Despite the impact generated by the health emergency, Tumbes is one of the regions that is above the national average in coverage of the population vaccinated with at least two doses, ranking fourth among the twenty-five regions of the country, with a 91% of citizens immunized with at least two doses.

In addition, it is important to note that coronavirus cases and deaths are at their lowest levels since the start of the pandemic, because the mortality rate among adults over 60 years of age is four times lower if they have at least one booster dose. This demonstrates a remarkable aspect in the management and trust given to the population to face Covid-19.

Bicentennial Observatory. 

The Bicentennial Observatory is a platform that, within the framework of Bicentennial Proposals, allows evaluating and monitoring eight key axes for the management and development of the country: economic reactivation, efficient state, fight against poverty, health, education, extractive activities, agriculture, and environmental sustainability and climate change.

This, based on more than 150 indicators that are continuously updated and that have been developed by a group of expert analysts led by Janice Seinfeld, Milton von Hesse, Luis Miguel Castilla, Paola Bustamante, and Daniel Alfaro.
