‘Third takeover of Lima’: Peru declares national road network emergency due to planned protests (La República [Spanish] - Full Story])

Prior protests against President Boluarte have led to blockades on highways and the assassination of protesters by Peru's armed forces and National Police. 

Measure seeks to prevent protesters from using roads during upcoming protests against the government of President Dina Boluarte.

The declaration of emergency covers Peru’s national roads prior to the planned start of the “Third takeover of Lima”, that will bring together citizens from various regions to protest against President Dina Boluarte.  This measure was taken after a Council of Ministers meeting.

Prime Minister Alberto Otárola stated that the extension of the state of emergency to the national road network will be for a period of one month.  The president of the PCM maintained: “This (declaration of emergency is) in order to guarantee free movement for National Holidays and also to guarantee the right to mobilization of all people in the coming weeks.”

Otárola also claimed that the measure is intended to preserve the integrity of the citizens who protest, as well as those who do not wish to do so.

When will the 'Third takeover of Lima' take place?

The ‘Third takeover of Lima’ will take place next Wednesday, July 19.  Indigenous Peruvians, university students, unions, and groups from various regions of the country will participate in this citizen mobilization.

The Peruvian National Police (PNP) have also announced the massive deployment of police officers and the use of ‘less lethal’ weapons that shoot rubber bullets as a ‘last resort.’

An Amnesty International Report from February 2023 blamed "lethal state repression" by the Army and PNP for forty-eight deaths during protests against the Government earlier this year.

What is the protester's goal in the ‘Third takeover of Lima’?

The Lieutenant Governor of Laraqueri Province in Puno, Jaime Machaca, stated that thousands of compatriots will arrive in Lima to demand the resignation of President Dina Boluarte.  “We are going to ask for her resignation and we, the people of Puno, are going to take over Congress until she retires,” he said.
