Peru Congress rejects advancing elections to December 2023 (Spanish)
The new substitute text presented by Hernando Guerra García was rejected with sixty-eight votes against, fifty-four votes in favor and two abstentions. As this proposal has not been approved, the minority opinion presented by congressman Jaime Quito will now be debated. Congress has suspended its session until February 2.

The replacement text presented by Congress Member Hernando Guerra García proposing early elections in December 2023 was rejected by the Plenary Session of Congress this Tuesday with sixty-eight votes against, fifty-four votes in favor and two abstentions. This was a predictable result after listening to the legislators from different benches (parties) during the debate in which showed intransigence to the proposed constitutional measure.
With this proposal of the Constitution commission was rejected, the minority opinion for the advancement of elections raised by Congress Member Jaime Quito (Perú Libre) will now be considered. Congressman Quito supports a formula for advancement of elections together with a referendum for the establishment of a constituent assembly leading to a replacement for Peru's 1993 Constitution.
Guerra García's project to advance the elections was harshly criticized by several members of Congress, since it conceived the proposal for the permanence of Dina Boluarte until the year 2024.
Congress Members Susel Paredes and Digna Calle warned that the early elections held the possibility of immediate re-election of the existing members, a situation that also occurred in the 2020 complementary elections.
Consensus could not be reached because leftist parties remained insistent on the possibility of including a referendum for establishment of a constituent assembly, which would be voted on together with the general elections.
This proposal was rejected by the right-wing Fuerza Popular party during the debate, when Guerra García indicated that it was an idea that would be evaluated "when there is a real proposal."

For her part, President Dina Boluarte alerted the nation in a message on Monday that if the proposal to advance elections in Congress was not approved, she would propose legislative proposals for elections in 2023 and for total reform of the 1993 Constitution of 1993: but from the Constitution commission.
The President's proposal has been considered infeasible by constitutional specialists and has not been mentioned again by the Executive despite Congress' intransigence on early elections.
